An act to amend Section 8880.46.6 of the Government Code, relating to the California State Lottery.

AB 1464, as introduced, Gray. California State Lottery: audits.
The California State Lottery Act of 1984 authorizes a California State Lottery and provides for its operation and administration by the California State Lottery Commission and the Director of the California State Lottery. Existing law requires the Controller to conduct quarterly and annual postaudits of all accounts and transactions of the commission and other special postaudits as the Controller deems necessary. Existing law authorizes the Controller to issue a public report of any annual postaudit and post it on the internet.
This bill would additionally require the Controller, every 3 years, to conduct an audit of the commission’s administrative operating expenses for the prior fiscal year and would require the Controller to post that audit and any other annual postaudit on the internet.

The people of the State of California do enact as follows:


SECTION 1.

 Section 8880.46.6 of the Government Code is amended to read:

8880.46.6.
 The Controller shall conduct quarterly and annual postaudits of all accounts and transactions of the commission and other special postaudits as the Controller deems necessary. In addition, the Controller shall, every three years, conduct an audit of the commission’s administrative operating expenses for the prior fiscal year. The Controller or his or her the Controller’s agents conducting an audit under this chapter shall have access and authority to examine any and all records of the commission, its distributing agencies, lottery contractors, and lottery game retailers. The Controller may shall issue a public report of any annual postaudit, postaudit or audit, which shall be posted on the Internet. internet.
