BILL NUMBER: AB 2473 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Huber FEBRUARY 19, 2010 An act to amend Section 8164 of, and to add Section 8163.9 to, the Government Code, relating to state government. LEGISLATIVE COUNSEL'S DIGEST AB 2473, as introduced, Huber. Capital area planning. Existing law establishes the Capitol Area Plan as the official state master plan for development in the central city of the City of Sacramento, and requires that it be a guide for future state policy in the expansion of the state's physical plant and in the locating of state buildings and other facilities in the metropolitan area. Existing law defines metropolitan area for this purpose as the greater metropolitan Sacramento area, including the City of Sacramento, the County of Sacramento, and the eastern part of Yolo County. Existing law requires the Department of General Services to report to the Joint Legislative Budget Committee and each member of the Legislature annually, summarizing various actions in connection with the Capitol Area Plan. This bill would require the Department of General Services to request, and the Controller to provide, specified aggregated demographic information on employees of state agencies in the metropolitan area of and in each incorporated city in, Sacramento County. This bill would require this information be reported to the Joint Legislative Budget Committee and each Member of the Legislature, as described above. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 8163.9 is added to the Government Code, to read: 8163.9. (a) Commencing January 1, 2011, the department shall request annually from the Controller, and the Controller shall provide on or before July 1 of each year, the following aggregated demographic data regarding each state agency located within the metropolitan area of and within each incorporated city, in Sacramento County: (1) The name of the state agency. (2) The number of employees of that agency residing in each ZIP Code area within the metropolitan area and within each incorporated city within Sacramento County. (b) The information obtained pursuant to this section shall be included in the annual report described in Section 8164. SEC. 2. Section 8164 of the Government Code is amended to read: 8164. Commencing January 1, 1979, the department shall report to the Joint Legislative Budget Committee and each Member of the Legislature annually. The report shall summarize all of the following: (a) Leases by the state to others for residential or commercial purposes in the Capitol area. (b) Sales or building construction initiated or completed by the state in the metropolitan area expenditures under authority of Section 8169.1, by type. (c) Transactions and operations of joint powers agencies under authority of Section 8169.4, since the last report. (d) The department's appraisal of the degree to which projects conform to the Capitol Area Plan. (e) The information obtained pursuant to Section 8163.9.
