FISCal system: project plan: update.
Under existing law, the Department of Technology is responsible for the approval and oversight of information technology projects, which includes requiring state agencies to provide information on the estimated schedule and costs for the information technology project’s completion.
Existing law, the Financial Information System for California Act, establishes the FISCal system, a single integrated financial management system for the state. The act establishes the Department of FISCal and the FISCal project office to exist concurrently during the phased implementation of the system and requires the department, upon full implementation and final acceptance of the system, to supersede the office and perform all administration, maintenance, and operation of the system. Existing law requires the Department of Finance to submit an annual report to the
Legislature, on October 31 of each year beginning in 2020, until the completion of the system, that contains specified information regarding the status of the project, including an executive summary and overview of the system’s status.
This bill, on or before January 1, 2022, would require the FISCal project office and the Department of Technology to create a new project plan update for the FISCal system consistent with the requirements of this bill. The bill would require the new project plan update to include a project timeline allowing sufficient time to stabilize current system functionality and to complete the transition from existing business processes.
This bill, on or before January 1, 2023, would require the FISCal project office, in coordination with the partner agencies, to report to the Legislature on all unanticipated costs of the system project, including, but not limited to, staffing.

The people of the State of California do enact as follows:
SECTION 1.
Article 2.5 (commencing with Section 11866) is added to Chapter 10 of Part 1 of Division 3 of Title 2 of the Government Code, to read:Article 2.5. Project Plan Update
11866.
(a) On or before January 1, 2022, the FISCal project office and the Department of Technology shall create a new project plan update for the system consistent with the requirements of this section.(b) The new project plan update shall include all of the following:
(1) A budget detailing additional time and costs for the remaining development and implementation of key features deferred beyond June 2020 currently classified in project documentation as “maintenance and operations.”
(2) A project timeline allowing sufficient time to stabilize current system functionality and to complete the transition from existing
business processes.
(3) A budget that includes ongoing funding for oversight until the State Controller produces the state’s annual financial statements exclusively using the system.
(c) On or before January 1, 2023, FISCal project office, in coordination with the partner agencies, shall submit a report to the Legislature on all unanticipated costs of the system project, including, but not limited to, staffing. The report shall be submitted in compliance with Section 9795.
