An act to add Section 2811.1 to the Business and Professions Code, relating to healing arts.

Nursing: licensure: renewal fees: reduced fee.
Existing law, the Nursing Practice Act, provides for the licensure and regulation of nurses by the Board of Registered Nursing in the Department of Consumer Affairs. Existing law requires a licensee under the act to apply for renewal of their license every 2 years and allows an inactive license to be reactivated, as specified.
This bill would authorize the board to reduce as prescribed the renewal fee for a licensee who meets certain age and practice qualifications.

The people of the State of California do enact as follows:
SECTION 1.
Section 2811.1 is added to the Business and Professions Code, to read:2811.1.
(a) The board, by regulation and subject to subdivision (b), may reduce the renewal fee for a licensee who meets the following qualifications:(1) Has been licensed to practice under this chapter for 20 years or more in this state.
(2) Has reached the age of retirement under the federal Social Security Act (42 U.S.C. Sec. 301 et seq.).
(3) Customarily provides their services free of charge to any person, organization, or agency. Any charge made shall be nominal. The aggregate of charges in any single calendar year shall not exceed an amount that would render the licensee ineligible for full social security
benefits.
(b) The board shall not reduce the renewal fee under this section to an amount less than one-half of the regular renewal fee.
