An act to add Section 8281 to the Education Code, and to add Section 1596.8664 to the Health and Safety Code, relating to childcare.

Childcare: trauma-informed childcare training.
(1) The California Child Day Care Facilities Act generally requires the State Department of Social Services to license, inspect, and regulate various types of child daycare facilities, defined to include, among others, family daycare homes and daycare centers. The act generally requires licensees and certain employees of licensees to complete specified education and training requirements, including, among others, preventive health practices and pediatric first aid. Willful or repeated violation of the act is a crime.
This bill would encourage a licensee under the act and each employee of a licensee to complete trauma-informed childcare training.
(2) The Child Care and Development Services Act requires the Superintendent of Public Instruction to administer
childcare and development programs. The act requires the Superintendent to administer an early learning quality rating and improvement system (QRIS) block grant, allocated to local consortia, as defined, for support of local early learning quality rating and improvement systems, as specified. To be eligible for a QRIS block grant, local consortia are required to develop an action plan that includes a continuous quality improvement process that is tied to improving child outcomes. The act also establishes an Early Learning and Care Workforce Development Grants Program under the administration of the Superintendent to expand the number of qualified early learning and care professionals and increase the educational credentials of existing early learning and care professionals across the state, as provided.
This bill would require, upon appropriation by the Legislature, the Superintendent to administer the Trauma-Informed Childcare Training Grants Program, which the
bill would establish, to expand access to trauma-informed childcare training across the state. The bill would require a local consortium to submit an addendum to its QRIS block grant action plan to be eligible for a trauma-informed childcare training grant, as provided.

The people of the State of California do enact as follows:
SECTION 1.
Section 8281 is added to the Education Code, to read:8281.
(a) The Superintendent shall administer the Trauma-Informed Childcare Training Grants Program, pursuant to an appropriation made for that purpose in the annual Budget Act, to expand access to trauma-informed childcare training across the state, pursuant to this section.(b) For purposes of this section, early learning quality rating and improvement system (QRIS) has the same meaning as defined in Section 8203.1.
(c) The Superintendent shall award and administer trauma-informed childcare training grants to local, regional, or local and regional quality improvement partnerships, as defined by the Superintendent, consistent with the QRIS local consortia, as defined in Section 8203.1,
representing all counties in the state.
(d) (1) To be eligible for a trauma-informed childcare training grant, a local consortium that has submitted an action plan described in paragraph (3) of subdivision (e) of Section 8203.1 to the department shall submit an addendum to the action plan to the department that describes how the local consortium will allocate funds to increase the availability of trauma-informed childcare training in its county or region.
(2) The addendum to the action plan shall also describe how local partnerships will engage in collaborative partnerships with their members, local governmental agencies, businesses, nonprofit organizations, or other interested partners to improve access to trauma-informed childcare training for early learning and care professionals in their county or region, including those working in centers, family
childcare homes, and license-exempt settings that serve a majority of children who receive subsidized early learning and care services or are eligible to receive subsidized early learning and care services, pursuant to this chapter.
(e) The Trauma-Informed Childcare Training Grants Program shall build on local consortia and other local QRIS work in existence on or before the operative date of this section.
(f) Local consortia awarded funding pursuant to this section shall build on the strengths of consortia members who currently provide high-quality, trauma-informed childcare training, including the local resource and referral agencies, when developing and implementing the addendum to the action plan described in subdivision (d).
