LEGISLATIVE COUNSEL'S DIGEST AB 930, Gordon. The California Building Standards Commission. Existing law establishes the California Building Standards Commission and sets forth the qualifications for members appointed to the commission. This bill would require that at least one member of the commission be a person who is experienced and knowledgeable in sustainable building, design, construction, and operation. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 18921 of the Health and Safety Code is amended to read: 18921. (a) The appointed members of the commission shall be selected from, and represent the public, design professions, the building and construction industry, local government building officials, fire and safety officials, and labor in accordance with the following: (b) Four members shall be appointed from among the professions and industries concerned with building construction as follows: (1) An architect. (2) A mechanical or electrical engineer or fire protection engineer. (3) A structural engineer. (4) A licensed contractor. (c) Three members shall be appointed from among the general public at least one of whom shall be a person with physical disabilities. (d) One member shall be appointed from organized labor in the building trades. (e) One member shall be appointed who is a local building official. (f) One member shall be appointed who is a local fire official. (g) At least one member of the commission shall be experienced and knowledgeable in barrier free architecture and aware of, and sensitive to, the requirements necessary to ensure public buildings are accessible to, and usable by, persons with physical disabilities. (h) At least one member of the commission shall be experienced and knowledgeable in building energy efficiency standards. (i) At least one member of the commission shall be experienced and knowledgeable in sustainable building, design, construction, and operation. (j) As used in this section, "persons with physical disabilities" means persons who have permanent mobility impairments which affect ambulation due to cerebral palsy, poliomyelitis, spinal cord injury, amputation, and other conditions or diseases which reduce mobility or require the use of crutches, canes, or wheelchairs.
