Joint Rules: budget procedures.
This measure would require that notice of a hearing on an issue by a budget subcommittee, or notice of an informational hearing in a budget subcommittee, be published in the Daily File 4 days prior to the hearing. The measure would require that the agenda for a budget subcommittee hearing, as well as the full text of any bill heard before the committee, be posted on the Internet Web site of the budget subcommittee four days prior to the hearing.
The measure would require that the chairpersons of the committees in each house that consider the budget introduce all of the Governor’s proposals for appropriations related to the Budget Bill. The measure would require the Legislature to only hear or act upon a bill providing for appropriations related to the Budget Bill if that bill has been in print for 72 hours and makes a substantive change in or
addition to existing law.

Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Joint Rules of the Senate and the Assembly for the 2017–18 Regular Session are amended as follows:
First—That Rule 62.5 is added to read:
Budget Subcommittees
62.5. (a) Notice of a hearing on an issue by a budget subcommittee, or notice of an informational hearing in a budget subcommittee, shall be published in the Daily File at least four days prior to the hearing.
(b) (1) If a bill is set for hearing by a budget subcommittee, the agenda for the budget subcommittee hearing shall include an attachment that sets forth the full text of the bill
in order for the public to have time to review the proposed language.
(2) The budget subcommittee agenda and attachment shall be posted on the budget subcommittee’s Internet Web site for at least four days prior to the hearing.
Second—That Rule 62.7 is added to read:
Bills Providing for Appropriations Related to the Budget Bill
62.7. (a) The chairpersons of the committees in each house that consider the budget shall introduce all of the Governor’s proposals for bills providing for appropriations related to the Budget Bill.
(b) The Legislature shall only hear or act upon a bill providing for appropriations related to the Budget Bill if that bill has been in print for 72 hours and makes a substantive change in or
addition to existing law. The Legislature shall not hear or act upon a bill providing for appropriations related to the Budget Bill that merely states the Legislature’s intent to make necessary statutory changes to implement the budget bill.
