BILL NUMBER: ACR 124 INTRODUCED BILL TEXT INTRODUCED BY Assembly Members Logue and Pan MARCH 8, 2012 Relative to American Red Cross Month. LEGISLATIVE COUNSEL'S DIGEST ACR 124, as introduced, Logue. American Red Cross Month. This measure would declare March 2012 as American Red Cross Month, and would call upon all residents of California to become partners with the American Red Cross. Fiscal committee: no. WHEREAS, Each year in March we recognize the humanitarian service and the lifesaving programs of the American Red Cross; and WHEREAS, As part of the International Red Cross and Red Crescent Movement, the American Red Cross was formed 131 years ago and chartered by Congress to provide aid and comfort in times of crisis; and WHEREAS, Since the early years of the 20th Century, the Red Cross in California has played a critical role in helping our citizens prevent, prepare for, and respond to emergencies; and WHEREAS, American Red Cross volunteers and staff responded to 2,728 local disasters throughout the state of California last year, providing emergency assistance to 6,342 families affected by fires, floods, and other disasters. In 2011: 399,034 persons learned to prevent and prepare for disasters by participating in Red Cross community disaster education programs; and WHEREAS, In California 691,574 individuals are prepared to help their neighbors in a crisis because they have been trained in Red Cross lifesaving classes. These classes include CPR, use of automated external defibrillators, first aid, aquatics, babysitting, and HIV/AIDS education; and WHEREAS, Armed Forces emergency services caseworkers transmitted 17,098 emergency messages between members of the Armed Forces and their families and loved ones; and WHEREAS, The American Red Cross saved countless lives last year as the largest supplier of blood and blood products in the nation; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby proclaims the month of March 2012 as American Red Cross Month, and commends this observance to all California residents; and be it further Resolved, That the Legislature calls upon the residents of California to become partners with the American Red Cross in emergency preparedness by learning how to respond to emergencies and by donating blood, time, and financial resources in support of the Red Cross mission; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the American Red Cross and to the author for appropriate distribution.
