BILL NUMBER: ACR 61 CHAPTERED BILL TEXT RESOLUTION CHAPTER 90 FILED WITH SECRETARY OF STATE SEPTEMBER 1, 2009 ADOPTED IN SENATE AUGUST 24, 2009 ADOPTED IN ASSEMBLY MAY 28, 2009 INTRODUCED BY Assembly Member Villines APRIL 16, 2009 Relative to the Deputy David G. Graves Memorial Freeway. LEGISLATIVE COUNSEL'S DIGEST ACR 61, Villines. Deputy David G. Graves Memorial Freeway. This measure would designate a specified portion of State Highway Route 41 in Fresno and Madera Counties as the Deputy David G. Graves Memorial Freeway. The measure would also request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs. WHEREAS, Deputy David G. Graves of the Fresno County Sheriff's Office was killed on November 5, 1982, while in performance of his duties to the citizens he was sworn to protect; and WHEREAS, Deputy Graves was a native of Fresno, and a graduate of Hoover High School and Fresno City College; and WHEREAS, Before entering law enforcement, Deputy Graves worked as a general contractor and operated his own construction business; and WHEREAS, Deputy Graves joined the Fresno County Sheriff's Office in 1979, having served as a volunteer in the Sheriff's Search and Rescue Unit for two years prior to becoming a deputy, and was assigned to the patrol division; and WHEREAS, Deputy Graves was a dedicated officer who served his community and loved his profession; and WHEREAS, On November 5, 1982, Deputy Graves was on routine patrol on Shaw Avenue in Fresno west of State Highway Route 99 in a marked patrol vehicle when his vehicle was struck by a pickup truck driven by an intoxicated 28-year-old Clovis man that had run a stop sign, with the collision resulting in severe head injuries to Deputy Graves that led to his death prior to arrival at the Valley Medical Center; and WHEREAS, Deputy Graves is survived by his loving wife Karen, his two daughters Kelly and Christine, his father Gordon Graves, his stepmother Betty Graves, his sister Mary Graves, his brother Steve Graves, and a large extended family; and WHEREAS, It is appropriate to designate a portion of State Highway Route 41 in Fresno and Madera Counties in the honor and memory of Deputy Graves, in order to commemorate his sacrifice and the sacrifices made by California peace officers throughout this state who risk their lives daily to protect citizens' lives; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the portion of State Highway Route 41 from Herndon Avenue in the City of Fresno to Avenue 10 in Madera County is hereby designated as the Deputy David G. Graves Memorial Freeway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
