Wood, Jr. and James E. McCabe Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST ACR 70, Smyth. CHP Officers Gayle W. Wood, Jr. and James E. McCabe Memorial Highway. This measure would designate a specified portion of State Highway Route 5 in the County of Los Angeles as the CHP Officers Gayle W. Wood, Jr. and James E. McCabe Memorial Highway. This measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering those costs, to erect those signs. WHEREAS, Californians are indebted every day to our officers, and we pay special tribute to their bravery and dedication; and WHEREAS, On September 1, 1978, the state suffered a tragic loss when California Highway Patrol (CHP) officers Gayle W. Wood, Jr. and James Edward McCabe made the ultimate sacrifice while performing their sworn duty, and in recognition of their sacrifice, we pause to honor these fallen heroes by recalling their devotion, celebrating their lives, and honoring their service; and WHEREAS, Officer Gayle Wesley Wood, Jr. was born March 26, 1937, to Gayle and Dorothy Wood, in Barstow, California; and WHEREAS, Officer Wood had three siblings, David, Carroll, and Darrell; and WHEREAS, Officer Wood graduated from Glendale High School in 1954, and attended Life Pacific College; and WHEREAS, Officer Wood was employed by the Huntington Beach Police Department as a car and motorcycle driver prior to becoming a CHP officer; and WHEREAS, Officer Wood was married to his best friend, Ilene, on October 1, 1965, and had five wonderful children, Tamara on December 17, 1959, Tonya on June 1, 1961, Roy on January 2, 1967, Jennifer on July 30, 1968, and Ruth on June 10, 1971; and WHEREAS, Officer Wood, graduated from the CHP Academy in 1969 and was president of his class, and upon graduation he was assigned to the Santa Ana Area Office; and WHEREAS, After approximately one year with that office, CHP Officer Wood was transferred to the South Los Angeles Area and was assigned to motorcycle duty until being transferred to the Van Nuys Airport in 1973 as a helicopter pilot, where he spent the remainder of his career; and WHEREAS, CHP Officer Wood was admired for his commitment to his family, friends, and God and for his dedication to helping others; on each of his family vacations he would help someone in need, including helping a stranger pull a vehicle out of the mud using his camper; and WHEREAS, In his spare time, CHP Officer Wood enjoyed flying a single engine plane, church activities, playing the guitar, and singing to his family; and WHEREAS, CHP Officer Wood is survived by his mother, brothers David and Carroll, wife, children, and 11 grandchildren: Wesley, Abigayle, Faith, Grace, Daniel, Stefanie, Kristofer, Erin, Andrew, Mathew, and Gayle; and WHEREAS, Officer James Edward McCabe was born July 8, 1944, to Bud and Ruth McCabe in Los Angeles, California; and WHEREAS, Officer McCabe had four siblings, Martha, Marge, Jerry, and Christy; and WHEREAS, Officer McCabe graduated from Don Bosco High School in 1962, and continued his education by attending California State University, Los Angeles, where he graduated with a Bachelor of Science Degree in Police Science and Administration in 1974; and WHEREAS, Prior to joining the CHP, Officer McCabe earned his helicopter license and joined the army, where he served in the Air Operations Division in Vietnam; and WHEREAS, Officer McCabe graduated from the CHP Academy in 1971 and was assigned to the West Los Angeles Area Office, where he earned his emergency medical technician and paramedic certificates; and WHEREAS, He was subsequently transferred to the Malibu Area Office, back to the West Los Angeles Area Office, and finally to the Van Nuys Airport for Air Operations, where he spent the remainder of his career; and WHEREAS, Officer McCabe was married to his best friend, Lyn, in May 1974, and had one child, Stacey born August 28, 1966; and WHEREAS, During his tenure with the CHP, Officer McCabe became a Fixed Wing Pilot and purchased a puddle jumper; and WHEREAS, CHP Officer McCabe was admired for his dedication to his family, friends, and the CHP, and no task was ever too small or too large for him; he viewed every task as an opportunity to accomplish a goal; and WHEREAS, In his spare time, CHP Officer McCabe enjoyed flying his plane and taking the family on ski vacations and water skiing and surfing vacations; and WHEREAS, CHP Officer McCabe is survived by his siblings, wife, stepdaughter, and twin grandchildren, Tyler James and Grant Marcus; and WHEREAS, In recognition of Officers Wood's and McCabe's great contributions and sacrifice in service of the California Highway Patrol and the citizens of California, it would be a fitting tribute to designate a portion of State Highway Route 5 in the County of Los Angeles as the CHP Officers Gayle W. Wood, Jr. and James E. McCabe Memorial Highway; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Highway Route 5 between Palomas Wash Bridge and 5 miles north of Palomas Wash Bridge in the County of Los Angeles as the CHP Officers Gayle W. Wood, Jr. and James E. McCabe Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
