BILL NUMBER: ACR 79 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Bocanegra AUGUST 27, 2013 Relative to classified school employees. LEGISLATIVE COUNSEL'S DIGEST ACR 79, as introduced, Bocanegra. Classified school employees. This measure would recognize the important role that classified school employees play in California's public schools and community colleges, and that they deserve fair and consistent working conditions, including access to unemployment benefits. Fiscal committee: yes. WHEREAS, There are approximately 250,000 noncertified, classified school employees throughout the state; and WHEREAS, Classified school employees perform a wide range of vital services in California's public schools and community colleges, including, among others, security, food services, office and clerical work, school maintenance and operations, transportation, academic assistance, and paraeducator services; and WHEREAS, Classified school employees are generally hourly employees, and are not paid over a 12-month period; and WHEREAS, Many classified school employees find the months between academic years to be a time of financial hardship; and WHEREAS, During these breaks in employment, thousands of classified school employees experience financial stress, struggle to support their families, and find it difficult to make long-term financial decisions; and WHEREAS, There are distinctive eligibility requirements placed on classified school employees that are not placed on similar employees; and WHEREAS, These distinctions mean that other employees who work on a seasonal or temporary basis are eligible for unemployment benefits while they are temporarily unemployed, even when they return to work for their same employer; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature recognizes that classified school employees play an important role in California's public schools and community colleges, and that they deserve fair and consistent working conditions, including access to unemployment benefits; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Employment Development Department and to the author for appropriate distribution.
