Vehicles: disabled veterans.
This measure would urge the federal government to allow vehicles registered to disabled veterans to utilize high-occupancy vehicle lanes or carpool lanes pursuant to the federal government’s Clean Air Act program authority.

WHEREAS, California is home to one of the largest veteran populations of any state in the United States; and
WHEREAS, Adjusting to civilian life can prove especially difficult for veterans who are disabled; and
WHEREAS, Increased access to health facilities is critical to acknowledging and honoring the contributions of disabled veterans; and
WHEREAS, The issues faced by disabled veterans may be exacerbated for those who live in rural areas; and
WHEREAS, There is a need for timely and reliable transportation options for veterans to ensure that disabled veterans are able to access necessary services; and
WHEREAS, Highway congestion proves to have several negative side effects, including wasted time and fuel and greater potential for collisions; and
WHEREAS, Vehicle decals will not only help improve disabled veterans’ health outcomes, but additionally will help bolster societal perception of their service; and
WHEREAS, Ensuring equitable health outcomes for the disabled veteran population benefits all Californians; now, therefore, be it
Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the Congress of the United States, when reauthorizing the Clean Air Act program authority pursuant to Section 166 of Title 23 of the United States Code, to allow vehicles registered to disabled veterans to utilize high-occupancy vehicle lanes or carpool lanes under the
program’s authority; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, to the Majority Leader of the Senate, to each Senator and Representative from California in the Congress of the United States, and to the author for appropriate distribution.
