   An act to amend Section 17578 of, and to add Section 33134 to, the
Education Code, relating to school safety.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 212, Florez. Pupil health: communicable diseases.
   Existing law requires the governing board of each school district
maintaining a high school to provide for the annual cleaning,
sterilization, and necessary repair of football equipment of their
schools and requires that all football equipment actually worn by
pupils to be cleaned and sterilized at least once a year.
   This bill would authorize the governing board of each school
district maintaining a high school to provide for the annual cleaning
and sterilization of wrestling equipment as specified by the
Superintendent of Public Instruction and the State Board of
Education. The Superintendent and the state board would be required
to develop and approve, respectively, information and guidelines on
the prevention of communicable diseases at schoolsites, including the
maintenance of locker rooms, athletic equipment, and synthetic
ground covers used for athletic fields and ways to minimize the
spread of methicillin-resistant Staphylococcus aureus and
meningococcal disease. The Superintendent would be required to post
the information and guidelines on the department's Internet Web site.



THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 17578 of the Education Code is amended to read:

   17578.  The governing board of each district maintaining a high
school shall provide for the annual cleaning, sterilizing, and
necessary repair of football equipment of their respective schools
pursuant to Sections 17579 and 17580 and may provide for the annual
cleaning and sterilizing of wrestling equipment, as specified by the
Superintendent and the state board pursuant to Section 33134.
  SEC. 2.  Section 33134 is added to the Education Code, to read:
   33134.  The Superintendent shall develop information and
guidelines regarding the prevention of communicable diseases at
schoolsites and submit the information and guidelines to the state
board for its approval. The information and guidelines, at a minimum,
shall address the maintenance of locker rooms, athletic equipment,
and synthetic ground covers used for athletic fields and ways to
minimize the spread of methicillin-resistant Staphylococcus aureus
and meningococcal disease. The information and guidelines shall also
include, but are not limited to, information provided to school
staff, including classified employees, for training and information
to minimize the spread of methicillin-resistant Staphylococcus aureus
and meningococcal disease. The Superintendent shall post the
approved guidelines on the department's Internet Web site.
