LEGISLATIVE COUNSEL'S DIGEST SB 883, Hancock. West Contra Costa Healthcare District. Existing law provides for the formation of local health care districts and specifies district powers. Existing law establishes the Major Risk Medical Insurance Fund in the State Treasury and continuously appropriates moneys in the fund, except as specified, to the State Department of Health Care Services for purposes of the California Major Risk Medical Insurance Program. This bill would appropriate $3,000,000 from the Major Risk Medical Insurance Fund to the West Contra Costa Healthcare District for support of the Doctors Medical Center. This bill would declare that it makes appropriations for the usual current expenses of the state, and shall go into effect immediately. Appropriation: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The sum of three million dollars ($3,000,000) is hereby appropriated from the Major Risk Medical Insurance Fund, from funds deposited in the fund from the Cigarette and Tobacco Products Surtax Fund as described in subdivision (b) of Section 15893 of the Welfare and Institutions Code, to the West Contra Costa Healthcare District for support of the Doctors Medical Center. SEC. 2. This act makes an appropriation for the usual current expenses of the state within the meaning of Section 8 of Article IV of the Constitution and shall go into immediate effect.
