An act to add Section 237 to the Streets and Highways Code, relating to transportation.

SB 936, Seyarto. Department of Transportation: study: state highway system: road safety projects.
Existing law establishes the Department of Transportation and vests it with full possession and control of the state highway system.
This bill would require the department to conduct a study to identify certain locations in the state highway system with regard to vehicle collisions, projects that could improve road safety at each of those locations, and common factors, if any, contributing to the delay in the delivery of those projects. The bill would require the department to post the study on its internet website on or before January 1, 2026.

The people of the State of California do enact as follows:


SECTION 1.

 Section 237 is added to the Streets and Highways Code, to read:

237.
 (a) The department shall conduct a study to identify all of the following:
(1) The top 15 locations in the state highway system with the highest rate of vehicle collisions during each calendar year within a range of calendar years selected by the department for purposes of the study.
(2) Projects that could improve road safety at each of the locations identified pursuant to paragraph (1).
(3) Common factors, if any, contributing to the delay in the delivery of the projects identified pursuant to paragraph (2).
(b) On or before January 1, 2026, the department shall post the study conducted pursuant to subdivision (a) on its internet website.
