BILL NUMBER: SCR 18 INTRODUCED BILL TEXT INTRODUCED BY Senator Nguyen FEBRUARY 12, 2015 Relative to Vietnamese-American Heritage Month. LEGISLATIVE COUNSEL'S DIGEST SCR 18, as introduced, Nguyen. Vietnamese-American Heritage Month. This measure would memorialize the month of April 2015, as Vietnamese-American Heritage Month. Fiscal committee: no. WHEREAS, Over the past four decades, Vietnamese immigrants have enriched the social, cultural, and economic landscape of the United States and the great State of California; and WHEREAS, Many Vietnamese Americans living in the State of California today came to the United States after the Fall of Saigon on April 30, 1975, which marked the beginning of an exodus of over one million Vietnamese who left their homeland fleeing communism in search of freedom and democracy; and WHEREAS, The State of California is home to over 580,000 Vietnamese Americans with the County of Orange having the largest concentration of Vietnamese residents living outside of Vietnam; and WHEREAS, As new immigrants, Vietnamese Americans overcame social, linguistic, and economic challenges through hard work, achieving success in a plethora of professional fields, including business, politics and law, science and education, literature and journalism, and sports and entertainment; and WHEREAS, Society has benefited from a long tradition of Vietnamese Americans serving in the United States Armed Forces, with 2014 marking the first time that a Vietnamese American was promoted to the rank of General; from science advanced by the first Vietnamese-born refugee to conduct experiments aboard the Space Shuttle Columbia in 1992; and from entertainment provided by All-Pro NFL athletes, Emmy Award-winning anchors, acclaimed actors, and talented comedians; and WHEREAS, Vietnamese Americans have enhanced California's culture through the establishment of vibrant Little Saigon communities throughout the state that preserve Vietnamese heritage, food, language, and customs for younger generations and allow all Californians to be immersed in the richness of Vietnamese culture; and WHEREAS, Refusing to forget their historical struggle for freedom and democracy, Vietnamese Americans throughout the United States and the State of California continue to speak out against the systematic assaults on the freedoms of expression and religion perpetrated today by the Socialist Republic of Vietnam and advocate in favor of human rights and democracy in Vietnam and worldwide; now therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the State of California takes great pleasure in recognizing April 2015 as Vietnamese-American Heritage Month, and declares that the immeasurable economic, social, and cultural contributions of Vietnamese Americans are worthy of recognition by all Californians and that we should never forget the historic struggle of the Vietnamese-American people; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
