BILL NUMBER: SCR 27 CHAPTERED BILL TEXT RESOLUTION CHAPTER 109 FILED WITH SECRETARY OF STATE JULY 16, 2015 ADOPTED IN SENATE MAY 22, 2015 ADOPTED IN ASSEMBLY JULY 13, 2015 AMENDED IN SENATE APRIL 16, 2015 INTRODUCED BY Senator Huff (Coauthor: Assembly Member Kim) MARCH 9, 2015 Relative to the Fullerton Police Officer Jerry Hatch Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST SCR 27, Huff. Fullerton Police Officer Jerry Hatch Memorial Highway. This measure would designate a portion of State Highway Route 91 in the County of Orange as the Fullerton Police Officer Jerry Hatch Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the costs, to erect those signs. WHEREAS, Officer Jerry Scott Hatch was a police officer for the Fullerton Police Department; and WHEREAS, On Sunday, June 29, 1975, while on his way to work, Officer Hatch stopped to assist a motorist with an engine fire on the Beach Boulevard off ramp of State Highway Route 91. As he was placing his fire extinguisher back in his trunk, Officer Hatch was struck from behind by a drunk driver. On June 30, 1975, Officer Hatch succumbed to his injuries; and WHEREAS, Officer Hatch was the first Fullerton police officer to be killed in the line of duty; and WHEREAS, Fellow officers say that Officer Hatch's good samaritan act was typical for him; and WHEREAS, Officer Hatch was described as an officer who always had a smile and who had received two citizen citations in the short six months he was on the force; and WHEREAS, Officer Hatch left behind his parents, Paul and Dorothy Hatch, his wife, Ruth, and his daughter, Audrey, who was only two years of age at the time of his death; and WHEREAS, It is appropriate to memorialize the service and sacrifice of Officer Hatch by designating a portion of State Highway Route 91 in the County of Orange in his honor; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the portion of State Highway Route 91 between State College Boulevard and Magnolia Avenue in the County of Orange as the Fullerton Police Officer Jerry Hatch Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation, and upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
