BILL NUMBER: SCR 69 CHAPTERED BILL TEXT RESOLUTION CHAPTER 65 FILED WITH SECRETARY OF STATE AUGUST 4, 2010 ADOPTED IN SENATE APRIL 22, 2010 ADOPTED IN ASSEMBLY AUGUST 2, 2010 INTRODUCED BY Senator Runner (Coauthor: Assembly Member Knight) FEBRUARY 9, 2010 Relative to the CHP Officer Richard D. Duvall Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST SCR 69, Runner. CHP Officer Richard D. Duvall Memorial Highway. This measure would designate a specified portion of State Highway Route 15 in the city of Victorville as the CHP Officer Richard D. Duvall Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. WHEREAS, February 23, 2010, marks the 50th anniversary of the tragic death of California Highway Patrol (CHP) Officer Richard D. Duvall; and WHEREAS, On that date in 1960, on a remote stretch of what was then United States Highway Route 66, Officer Duvall was shot and killed during a routine traffic stop by an escaped convict from the California State Prison at San Quentin who, unbeknownst to Officer Duvall, had also just fled the scene of a robbery; and WHEREAS, Officer Duvall faithfully served the people of California and we take this opportunity to look back on his life and to pay special tribute to his bravery; and WHEREAS, Born on June 19, 1933, in San Leandro, Officer Duvall was a football star in high school and served two years in the United States Marine Corps; and WHEREAS, After that service, Officer Duvall attended Armstrong College of Business; and WHEREAS, Married in September of 1957 in San Leandro to his wife Gwenellen, Officer Duvall then attended the CHP Academy and took his first assignment at the Victorville substation; and WHEREAS, Officer Duvall served with the CHP in Victorville for two years prior to his tragic death; and WHEREAS, Officer Duvall was survived by his wife, Gwenellen, who was pregnant at the time, and his daughter, Deanne, who was 20 months old; and WHEREAS, Officer Duvall is now survived by his children Deanne Lynne Duvall and Richard Don Duvall. The State of California is indebted to them for his service and sacrifice; and WHEREAS, Officer Duvall's death is a reminder of the dangers that our men and women in uniform face on a daily basis, and his sacrifice for the people of the State of California should not be forgotten; and WHEREAS, For these reasons, we wish to thank Officer Duvall and his family for their sacrifices, and to honor all of the fallen men and women who have faithfully served and executed the laws of the State of California; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the portion of State Highway Route 15 (formerly known as Route 66) in the City of Victorville between the exit of D Street and the State Highway Route 395 interchange is hereby designated as the CHP Officer Richard D. Duvall Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
