AN ACT CONCERNING DRUG TESTING OF CASH ASSISTANCE RECIPIENTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to require periodic testing for illicit drugs of each person age eighteen and older who receives state cash assistance benefits. If the recipient tests positive for drug use, the recipient shall (1) after the first positive result, be required to undergo an evaluation by a health care provider for drug dependence and treatment if recommended by the provider, (2) after the second positive result, be required to complete a drug education or treatment program, and (3) after the third positive result, or if such recipient fails to complete a required treatment program, be declared ineligible for cash assistance and have such assistance terminated.

Statement of Purpose:

To require testing for illicit drug use by recipients of cash assistance.
