AN ACT PHASING IN ZERO-BASED BUDGETING FOR STATE AGENCIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require that, for each of the ensuing ten fiscal years, appropriations to each state agency shall be (1) the amount of appropriations for such agency for the immediately preceding fiscal year, (2) reduced by ten per cent, provided each agency shall have an opportunity to be heard prior to each such reduction regarding justifications for a higher amount of funding.

Statement of Purpose:

To phase in zero-based budgeting for state agencies.
