AN ACT IMPOSING A MORATORIUM ON NEW UNFUNDED MUNICIPAL MANDATES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That chapter 16 of the general statutes be amended to (1) impose a moratorium on any new unfunded mandates to a municipality for a period of two years, and (2) after such period, prohibit the enacting of any new or expanded mandate to a municipality unless such mandate is fully funded.
Statement of Purpose:
To impose a two-year moratorium on unfunded mandates to municipalities and prohibit any new or expanded unfunded mandates to municipalities.
