The regulations shall include, but not be limited to, procedures concerning (1) the use of "do not resuscitate" bracelets, and (2) the form, recognition and transfer of a physician's orders relating to a patient's end-of-life care by emergency medical services providers that are not affiliated with a hospital and licensed health care institutions. The regulations shall specify that, upon request of the patient or his authorized representative, the physician who issued the "do not resuscitate" order shall assist the patient or his authorized representative in utilizing the system.
