AN ACT CONCERNING THE ALLOCATION OF COSTS BY MEMBER TOWNS OF REGIONAL SCHOOL DISTRICTS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 10-51 of the general statutes be amended to allow a regional board of education to allocate the cost of operation of the school district among the member towns by requiring that member towns bear the same ratio to the net expenses of the district as the average of the number of pupils resident in the member town during the preceding three school years to the total number of such pupils in all the member towns.
Statement of Purpose:
To even out the impact of year-to-year changes in regional school district costs on local municipal budgets by creating an option for regional school districts to choose to allocate costs to member towns by using the average student population in the district for the previous three years rather than the student population for a single school year.
