AN ACT CONCERNING THE SET-ASIDE PROGRAM FOR MINORITY BUSINESS ENTERPRISES AND ESTABLISHING A SUPPLIER DIVERSITY COUNCIL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 4a-60g of the general statutes be amended to (1) create separate set-aside programs for businesses owned by women and businesses owned by minorities based on racial or ethnic origin, (2) require five per cent of all state contracts be awarded to businesses owned by such minorities, (3) require the state to conduct a disparity study concerning the number of businesses owned by women and such minorities, (4) create new certification standards for proof of minority status, (5) provide for greater training of state procurement officers concerning minority businesses, (6) establish a Supplier Diversity Council composed of heads of state agencies and representatives of businesses owned by women and businesses owned by such minorities that shall report to the Governor.

Statement of Purpose:

To promote minority businesses and establish a Supplier Diversity Council.
