AN ACT CONCERNING PENALTIES FOR TEXTING OR CELL PHONE USE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to allow felony charges to be brought against a person who is operating a motor vehicle and, because such person texting or illegally using a cell phone, causes an accident that results in death or serious injury of another individual; that a second offense shall result in the loss of such operator's license for a period of not less than six months.

Statement of Purpose:

To increase the penalties for illegal cell phone usage and for texting, while driving, that results in death or serious injury.
