AN ACT ESTABLISHING A WORKING GROUP TO REVIEW THE LICENSURE AND CERTIFICATION PROCESS FOR CERTAIN NONPROFIT COMMUNITY PROVIDERS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) The Secretary of the Office of Policy and Management shall convene a working group consisting of (1) two representatives each from the Departments of Children and Families, Developmental Services, Mental Health and Addiction Services, and Public Health, and (2) six representatives of nonprofit community providers, three of whom shall be appointed by the Office of Policy and Management and three of whom shall be designated by the Connecticut Community Nonprofit Alliance. The working group shall conduct a review of each of said departments' licensure and certification processes listed in subsection (b) of this section to study potential efficiencies.
(b) The working group shall review the following: (1) The current licensure and certification process for (A) psychiatric clinics and child guidance clinics licensed pursuant to chapter 319 of the general statutes; (B) extended day treatment facilities and residential child care facilities licensed pursuant to chapter 319a of the general statutes; (C) community-based residential facilities licensed pursuant to chapter 319b of the general statutes; and (D) behavioral health facilities, alcohol or drug treatment facilities or outpatient clinics licensed pursuant to chapter 368v of the general statutes; (2) the ability of said departments to coordinate required documentation and inspections for purposes of reducing the administrative burdens on state agencies and nonprofit community providers; and (3) any statutory or regulatory provision that may be implicated when evaluating the departments' ability to streamline the licensure or certification processes. The working group shall consult with the Department of Social Services when licensure of a facility is a requirement for Medicaid reimbursement.
(c) Not later than September 15, 2017, the working group shall submit a progress report on its preliminary findings and recommendations, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to children, government administration, human services and public health.
(d) Not later than December 31, 2017, the working group shall submit a final report on its findings and recommendations concerning such study, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to children, government administration, human services and public health.
