AN ACT ESTABLISHING A STUDY COMMITTEE TO REVIEW THE DEPARTMENT OF HIGHER EDUCATION'S PROCESS OF REVIEWING AND APPROVING ACADEMIC PROGRAMS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Department of Higher Education shall establish a committee to study the department's process of reviewing and approving academic programs proposed or offered by institutions of higher education and determine whether to streamline such process. Not later than September 1, 2010, the committee shall convene its first meeting. Not later than January 1, 2011, the Commissioner of Higher Education shall report on such study and the committee's findings to the joint standing committee of the General Assembly having cognizance of matters relating to higher education, in accordance with the provisions of section 11-4a of the general statutes.

(b) The committee shall be comprised of the following members:

(1) The members of the Department of Higher Education's staff who are responsible for the review and approval process;

(2) Three representatives of the independent institutions of higher education that comprise the Connecticut Conference of Independent Colleges;

(3) A representative of The University of Connecticut;

(4) A representative of the Connecticut State University System; and

(5) A representative of the regional community-technical college system.

This act shall take effect as follows and shall amend the following sections:
