AN ACT CONCERNING THE PERCENTAGES OF CONTRACTORS AND SUBCONTRACTORS WHO ARE MINORITIES OR WOMEN UNDER THE SET-ASIDE PROGRAM.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 4a-60g of the general statutes be amended to require the state to award construction contracts to minority business enterprises under the set-aside program in accordance with the following percentages: (1) For Black American-owned business enterprises, ten per cent of the total value of construction contracts and ten per cent of the total value of subcontracts on such construction contracts; (2) for Hispanic American-owned business enterprises, two and one-half per cent of the total value of construction contracts and six per cent of the total value of subcontracts on such construction contracts; and (3) for women-owned business enterprises, eleven per cent of the total value of construction contracts and fifteen per cent of the total value of subcontracts on such construction contracts.
Statement of Purpose:
To increase diversity of state contractors by requiring the state to use the contracting standards of the city of New Haven.
