AN ACT CONCERNING THE DEVELOPMENT OF COST EFFECTIVE SUPPORTIVE HOUSING FOR FREQUENT USERS OF COSTLY STATE SERVICES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2010) The Commissioner of Mental Health and Addiction Services, in collaboration with the Interagency Committee for Supportive Housing established to carry out the purposes of section 17a-485c of the general statutes, shall develop new permanent supportive housing for low-income, homeless individuals and families who have chronic illnesses or disabilities. The commissioner shall prioritize the provision of such supportive housing to (1) homeless individuals and families with chronic illnesses or disabilities who are dependent on costly emergency health care services, and (2) individuals who reside in institutions and are frequent users of state services. The commissioner, in collaboration with the Interagency Committee on Supportive Housing, shall develop innovative methods for the expansion of supportive housing for the benefit of persons described in this section, including, but not limited to, methods that utilize existing housing, maximize the provision of state services for such persons and access additional funding from the federal government, philanthropic organizations and public housing authorities.
This act shall take effect as follows and shall amend the following sections: | ||
