AN ACT CONCERNING THE AUDIT OF CERTAIN MUNICIPALITIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to (1) authorize the Auditors of Public Accounts to review the budget and financial condition of any municipality whose population is thirty-thousand or more and which, in any fiscal year, receives state grants-in-aid, the total amount of which exceeds thirty-five per cent of the operating budget of the municipality for the preceding fiscal year, and (2) require such auditors to prepare a report of their review along with any recommendations for programmatic savings, efficiencies, financial improvements and reforms in the municipality and submit such report to the Governor and to the joint standing committees of the General Assembly having cognizance of matters relating to planning and development, appropriations and the budgets of state agencies and finance, revenue and bonding.
Statement of Purpose:
To provide transparency in government and assess the effectiveness of state funding to municipalities for certain programs and services.
