AN ACT CONCERNING THE REDUCTION OF RECIDIVISM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2015) The Commissioners of Correction and Mental Health and Addiction Services and the executive director of the Court Support Services Division, or their designees, shall conduct a study of the feasibility of creating a special population of prison inmates suffering from drug abuse and dependency for purposes of treatment and rehabilitation. Such study shall include a review of other states' practices for the treatment and rehabilitation of inmates suffering from drug abuse and dependency and the applicability of such practices to Connecticut's correctional facilities. Not later than January 1, 2016, the commissioners and executive director, or their designees, shall report the findings of such study, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary, public safety and security and public health.

Sec. 2. (NEW) (Effective July 1, 2015) Any municipality may document and provide to the Department of Correction the costs associated with the provision of services by such municipality to a homeless person on parole who is not a resident of such municipality and whose offender accountability plan contains no strategy to obtain housing. The Department of Correction shall reimburse such municipality for any such reasonable costs. For purposes of this section, "resident" means a person legally domiciled within the municipality for a period of not less than one hundred eighty-three days immediately preceding the first date of incarceration for the sentence for which such person is on parole.

Sec. 3. (Effective July 1, 2015) (a) The sum of three hundred thousand dollars is appropriated to the Office of Policy and Management, from the General Fund, for the fiscal year ending June 30, 2016, for the provision of reentry services to persons involved in the criminal justice system in New Haven by the Family Reentry, Inc. (Fresh Start Program).

(b) The sum of three hundred thousand dollars is appropriated to the Office of Policy and Management, from the General Fund, for the fiscal year ending June 30, 2017, for the provision of reentry services to persons involved in the criminal justice system in New Haven by the Family Reentry, Inc. (Fresh Start Program).

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To study the feasibility of creating a special population within prisons to help inmates suffering from drug abuse, to encourage the Department of Correction to work with the municipality on a parolee's offender accountability plan before the parolee is released, and to provide resources to assist the program to address the needs of the Fresh Start reentry program.
