AN ACT CONCERNING SCHOOL FINANCE REFORM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2011) As used in this section and sections 2 to 8, inclusive, of this act:

(1) "Average daily membership" means the average number of all pupils of a local or regional board of education enrolled in public schools at the expense of such board of education on March first of the prior fiscal year or the full school day immediately preceding such date, except that such number shall be (A) decreased by the Department of Education for failure to comply with the provisions of
