AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO MOTOR VEHICLES. |
Section 1.Amend §143(a), Title 21 of the Delaware Code, by adding at the end of subsection (a) the following:
"Upon application, subject to approval by the Secretary, the Department may assign to a new motor vehicle dealer the authority to perform safety and vehicle identification number (VIN) inspections on motor vehicles, 5 model years old or newer, as such inspections relate to the motor vehicle's registration or re-registration, provided that the motor vehicle is owned by that new motor vehicle dealer and such inspection occurs at a new motor vehicle dealer facility.".
SYNOPSIS
This Act allows rules, regulations, and guidelines to be developed which would authorize new motor vehicle dealers to inspect motor vehicles, 5 model years old or newer, and owned by that dealership.The inspections will only relate to safety and the vehicle identification number (VIN).This authorization does not relate to emissions inspections, which are not currently required for models 5 years old or newer.Emissions testing is done by the State of Delaware.This Act would allow, by a reduction in volume, increased customer service and provide shorter wait times for others at designated inspection locations. |
