148th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 18

RECOGNIZING THE MONTH OF APRIL 2015 AS "CHILD ABUSE PREVENTION MONTH" IN DELAWARE.



WHEREAS, there are over 1,500 cases of child abuse and neglect in Delaware every year; and

WHEREAS, making a sound investment in our society's future requires that all children regardless of wealth, geography, or circumstances have the opportunity to develop intellectually, socially, and emotionally; and

WHEREAS, the estimated direct and indirect cost of child abuse in the State of Delaware is $226,383,036.00 per year; and

WHEREAS, adverse childhood experiences can cause physical and mental health problems throughout life; and

WHEREAS, science tells us that many children's futures are undermined when trauma, like abuse and neglect, damages early brain architecture; and

WHEREAS, when Delaware makes services like home visiting available to families, it puts in place a preventive system that catches children before they fall; and

WHEREAS, child abuse prevention is one result of a firm community commitment to supporting children and the families raising them; and

WHEREAS, this April, during "Child Abuse Prevention Month", Prevent Child Abuse Delaware is calling on all schools and organizations in Delaware to plant pinwheel gardens in honor of all children in their communities; and

WHEREAS, the following partners have joined with Prevent Child Abuse Delaware to recognize Child Abuse Prevention Month:

o Kids Count in Delaware

o Delaware Office of Early Learning

o Child, Inc.

o Children & Families First

o First State Community Action Agency

o Center for Community Research and Service

o Children's Advocacy Center of Delaware;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware, the Senate concurring therein, that April 2015 shall be recognized as "Child Abuse Prevention Month" in the State of Delaware.

This Concurrent Resolution recognizes April 2015 as "Child Abuse Prevention Month" in Delaware.
