HOUSE CONCURRENT RESOLUTION NO. 23
REQUIRING THE DEPARTMENT OF ELECTIONS TO REVIEW PRACTICES IN DELAWARE AND OTHER STATES AND MAKE RECOMMENDATIONS RELATING TO VERIFYING SIGNATURES ON ABSENTEE BALLOTS.
WHEREAS, a person’s right to vote is a fundamental constitutional right; and
WHEREAS, across the country questions have arisen as to how to best protect the integrity of elections; and
WHEREAS, every legal vote must be counted; and
WHEREAS, no illegal vote should be counted; and
WHEREAS, absentee voting by its very nature may be susceptible to persons other than the designated voter casting a fraudulent ballot; and
WHEREAS, every reasonable effort should be expended to ensure an absentee ballot is cast by the designated legal voter.
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 151st General Assembly of the State of Delaware, the Senate concurring therein, that on or before January 31, 2022, the Department of Elections shall:
(1) review practices in Delaware and other states and make recommendations for verifying signatures on absentee ballots; and
(2) report to the Governor and the members of the General Assembly on the recommendations proposed under paragraph (1) of this resolution.
SYNOPSIS
This Resolution requires the Department of Elections to review practices in Delaware and other states and make recommendations relating to verifying signatures on absentee ballots.
