SUPPORTING A GOAL OF A 100% ISSUANCE RATE OF SURVIVOR CARE PLANS TO CANCER SURVIVORS. |
WHEREAS, as of 2013, there were approximately 13 million cancer survivors in the United States and that number is expected to rise to 18 million cancer survivors by 2022; and
WHEREAS, a cancer diagnosis is no longer a death sentence since over 60% of cancer survivors can be expected to live at least five years past their diagnosis; and
WHEREAS, the current medical model treats cancer as more of an acute disease rather than the long-term, chronic disease that it truly is; and
WHEREAS, a cancer survivor's health could be seriously impacted by a lack of coordination between their oncologist and primary care physician; and
WHEREAS,aSurvivorshipCarePlanisawrittendocumentthataidscancersurvivorsandhealthcare professionals alike in understanding the future, long-term care of the individual, designed to integrate and coordinate primary and follow-up cancer care; and
WHEREAS, a Survivorship Care Plan should include contact information of treatment institutions and individual providers, diagnostics tests performed and their results, tumor characteristics, dates of treatment initiation and completion, likely course of recovery, recommended cancer screening and periodic testing, information on late and long-term effects of treatment and symptoms of such effects, and referrals to specific follow-up care providers;
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 148th General Assembly of the State of Delaware, the House of Representatives concurring therein, that Delaware's Insurance Commissioner and the Delaware Department of Health and Social Services shall work with insurance companies and Delaware's medical community to establish policies and a rate structure that promote the goal of 100% issuance of Survivor Care Plans within the next five years.
BE IT FURTHER RESOLVED that the Delaware's Insurance Commissioner and the Delaware Department of Health and Social Services shall work with the insurance industry and the medical community to annually determine if the savings produced by the preventative treatment resulting from utilizing survivor care plans is greater than the costs of issuing them.
SYNOPSIS
This concurrent resolution is designed to direct the Insurance Commissioner of Delaware and the Delaware Department of Health and Social Services to work with insurance companies and the medical community in order to issue Survivorship Care Plans to 100% of Delaware's cancer survivors. Survivorship Care Plans are a key tool in treating cancer as a long-term, chronic disease. They assist those who have been diagnosed with cancer manage their long-term care by making their personal medical histories and treatment plans more transparent and portable. |
