146th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 32

COMMENDING THE DELAWARE STATE DENTAL SOCIETY ON THE ACHIEVEMENTS OF ITS NINTH ANNUAL GIVE KIDS A SMILE PROGRAM, AND RECOGNIZING ITS CONTINUING EFFORTS.



WHEREAS, on Saturday, February 11th at Peninsula Dental in Millsboro, on Friday, February 17th at Delaware Technical & Community College in Wilmington, and on Saturday February 18th at a private dental office in Middletown, a team of dentists, hygienists, assistants and dental office staff donated their time and professional services to help underserved children of our State;

WHEREAS, through the annual Give Kids A Smile campaign, The Delaware State Dental Society has treated 1,341 individuals and donated services and supplies in excess of one-half million dollars in the last nine years;

WHEREAS, the Dentists of Delaware have also shown their commitment to the children of this State by participating in the Delaware State's Medicaid and Chip Plans program, and 73% of the members of the Delaware State Dental Society participate in these programs. As a comparison, New Jersey has a 6% participation, Pennsylvania has 13%, and Maryland has 16% in their respective programs. Delaware's successful Dental Medicaid and Chip programs care for the most needy and is a model;

WHEREAS, the Dentists in our State have worked very hard to alleviate access to care issues. Data from the last survey of Dentists in Delaware conducted by the University of Delaware in 2008, has shown dramatic improvements in the numbers of Dentists in every county in Delaware.

WHEREAS, the federal benchmark used to define a shortage area is a 5000: 1 population to dentist ratio.In the 1900's the ratio in Sussex County was 6200:1.The data from the 2008 survey shows that all the counties in the State of Delaware are below the ratio the federal government uses to define a shortage.Sussex County is 4200:1, Kent is 3700:1 and New Castle is 1800:1;

WHEREAS, these significant improvements were made possible because of innovative programs that the Delaware Institute of Dental Education and Research ("DIDER"), the Delaware State Dental Society, and the legislators of this State have supported;

WHERSAS, our student loan repayment program has been a huge success, helping young dentists to set up practices in Kent & Sussex Counties. Reserving spots at Temple Dental School has helped many Delawareans become dentists.And finally, a concerted effort by DIDER and the Delaware State Dental Society to recruit young dentists to our expanded residency program and to job openings in this State have helped put many dentists to work in offices throughout Delaware.

BE IT RESOLVED by the Senate of the 146th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the Delaware State Dental Society is commended for the achievements of the Ninth Annual Give Kids a Smile Program and the Senate and House of Representatives wish them continuing success.

BE IT RESOLVED that a suitable copy of this Resolution be prepared and presented to the Delaware State Dental Society upon its passage.


SYNOPSIS

This Resolution commends the Delaware State Dental Society on the success of its Ninth Annual Give Kids a Smile Program.
