SENATE CONCURRENT RESOLUTION NO. 58 |
RECOGNIZING THE IMPORTANCE OF SPAYING AND NEUTERING COMPANION ANIMALS AND ESTABLISHING A CONTEST TO REDESIGN THE ANIMAL WELFARE LICENSE PLATE. |
WHEREAS, it is estimated that more than 60 percent of households include at least one pet, and pets are valuable members of many Delaware families; and
WHEREAS, Delaware animal shelters are consistently at capacity with an annual intake of more than 17,000 cats and dogs; and
WHEREAS, the spaying and neutering of cats and dogs improve their health and wellbeing, and is critical to reducing companion animal overpopulation and euthanasia; and
WHEREAS, the State of Delaware implemented an Animal Welfare License Plate in 1995 to fund animal population control and animal welfare advocacy efforts and to promote the role of companion animals in the lives of Delaware citizens; and
WHEREAS, increased resources for and public awareness of the benefits of low-cost spay and neuter programs will help improve the health and wellbeing of cats and dogs, and further reduce the problem of companion animal homelessness and euthanasia.
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House of Representatives concurring therein, that a contest to redesign the Animal Welfare License Plate will be held through August 30, 2014, in coordination with a campaign to promote the license plate, in an effort to raise more funding for spay and neuter programs. The contest shall be administered by the Division of Public Health's Office of Animal Welfare.
BE IT FURTHER RESOLVED that the Animal Welfare License Plate Contest Committee will decide on the winning license plate design within 30 days of the contest deadline. The committee will be comprised of the following members or their designees: the Director of the Division of Motor Vehicles; a member of the Senate appointed by the Senate President Pro Tempore; a member of the House of Representatives appointed by the Speaker of the House; the Secretary of the Department of Health and Social Services; the President of First State Animal Center-SPCA Board of Directors; the President of the Delaware SPCA Board of Directors; the President of the Delaware Humane association; the President of Faithful Friends Animal Society Board of Directors; and the President of the Board of Veterinary Medicine.
BE IT FURTHER RESOLVED, that funds from the sale of the license plates will be administered by the Division of Public Health's Office of Animal Welfare, with the approval of the Animal Welfare License Plate Fund Committee, to fund animal population control efforts throughout Delaware.
SYNOPSIS
This resolution establishes a contest for the redesigning of the Animal Welfare License Plate, to be held through August 30, 3014. The sale of these license plates will help fund humane animal population control efforts throughout Delaware. |
