151st GENERAL ASSEMBLY
SENATE CONCURRENT RESOLUTION NO. 61
HONORING SEAN LOCKE AND INCREASING AWARENESS FOR THE NEED FOR MORE MENTAL HEALTH RESOURCES.
WHEREAS, the Delaware General Assembly recognizes mental health is a crucial part of overall health; and
WHEREAS, the COVID-19 pandemic has exacerbated the need for mental health services; and
WHEREAS, approximately one-half of chronic mental illness begins by age 14 and three-quarters by age 24; and
WHEREAS, suicide is the tenth leading cause of death in the United States and the second leading cause among young adults, and 90 percent of people who die by suicide have an underlying mental illness; and
WHEREAS, access to treatment and resources is key to preventing and addressing mental health concerns; and
WHEREAS, public education and civic activities can encourage mental health and help improve the lives of individuals and families affected by mental health disorders; and
WHEREAS, ensuring that outreach is actively provided to those that have lost a loved one to suicide; and
WHEREAS, those who lose loved ones to suicide are at increased risk of mental health disorders; and
WHEREAS, the work that the Department of Education, through their Project DelAware, helps to spread awareness; and
WHEREAS, the work of the Division of Substance Abuse and Mental Health helps to increase treatment availability through their Bridge Clinics and their DEHope Line; and
WHEREAS, legislation such as House Bill 100 with House Amendment 1 works to increase the mental health resources within Delaware schools; and
WHEREAS, Sean Locke was born August 6th, 1994, attended St. Mark’s High School, where he played two varsity sports, and was a graduate of the University of Delaware; and
WHEREAS, Sean was an outstanding athlete who played on the UD Men’s Basketball Team; and
WHEREAS, he was a loving son, brother, and grandson who went out of his way to lend a hand, and was a true friend to his community through participating in food drives and coaching young athletes; and
WHEREAS, the Delaware General Assembly honors the life of Sean Locke, who suffered from depression and at the age of 23, sadly died by suicide on July 18, 2018;
NOW, THEREFORE:
BE IT RESOLVED that the members of the Senate of the 151 st General Assembly of the State of Delaware, the House of Representatives concurring therein, do hereby call upon the State of Delaware to prioritize increasing the available resources for children and young adults seeking mental health services, as well as providing supporting services for those who have lost loved ones to suicide.
BE IT FURTHER RESOLVED that the Senate and House of Representatives recognize the life of Sean Locke and hereby honor his memory.
SYNOPSIS
This resolution honors the life of Sean Locke and recognizes all loss survivors of suicide. It further urges increased awareness of the need for more mental health resources for those suffering from depression and increased support for the loss survivors. This resolution further honors the life and memory of Sean Locke.
