SENATE CONCURRENT RESOLUTION NO. 92 |
DESIGNATING THE MONTH OF NOVEMBER 2016 AS "REFLEX SYMPATHETIC DYSTROPHY AWARENESS MONTH". |
WHEREAS, Reflex Sympathetic Dystrophy (RSD), also known as Complex Regional Pain Syndrome, is a chronic, progressive neurological pain disorder; and
WHEREAS, RSD often originates in a limb and can lead to chronic inflammation, spasms, burning pain, stiffness, and discoloration of the skin, muscles, blood vessels, and bones; and
WHEREAS, the disease often occurs as the result of a trauma, injury, surgery, or infection but may also occur in the absence of trauma or injury; and
WHEREAS, late diagnosis and delayed treatment may result in permanent disability and significant psychosocial consequences; and
WHEREAS, RSD is a complex and little known disease, which inhibits early diagnosis and treatment and can lead to the dismissal of patients' pain and suffering; and
WHEREAS, although there is currently no cure for RSD, early and aggressive coordinated care can help individuals with RSD mediate pain, improve range of motion, and perform everyday activities; and
WHEREAS, physical and occupational therapy are central to the treatment process and should be started as early as possible; and
WHEREAS, because it is a rare disease, few physical therapists and occupational therapists are trained and certified in RSD treatment, which if started early enough can bring relief to RSD patients; and
WHEREAS, increased awareness of RSD among the medical community and general public will lead to more early diagnoses and interventions and improve the quality of life of patients with the disease; and
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 148th General Assembly of the State of Delaware, the House concurring therein, that November 2016 is recognized as "Reflex Sympathetic Dystrophy Syndrome Awareness Month" and all citizens of Delaware are urged to recognize this event and participate fittingly in its observance.
