DELAWARE STATE SENATE

147th GENERAL ASSEMBLY

SENATE RESOLUTION NO. 19

RECOGNIZING THE 50TH ANNIVERSARY OF THE CIVIL RIGHTS ACT OF 1964.



WHEREAS,the long title of the Civil Rights Act of 1964, "To enforce the constitutional right to vote, to confer jurisdiction upon the district courts of the United States to provide injunctive relief against discrimination in public accommodations, to authorize the Attorney General to institute suits to protect constitutional rights in public facilities and public education, to extend the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes," illustrates the sweeping nature of the legislation; and

WHEREAS, the act was a landmark in legislation, which attempted to improve the quality of life for African Americans and other minority groups; and

WHEREAS, the 1960's marked a period of intense political activity to protect citizen rights; and

WHEREAS, this law was passed only after years of mass mobilization that focused on nonviolent protest and civil disobedience, led by Dr. Martin Luther King, Jr., and many others; and

WHEREAS, this legislation passed the United States Congress only after tumultuous debate and multiple attempts at its destruction in both the House of Representatives and in the Senate; and

WHEREAS, despite their best attempts, the act's critics did not succeed, and the legislation passed with majority votes in both Chambers of Congress; and

WHEREAS, the Civil Rights Act of 1964 was finally signed on July 2, 1964 by President Lyndon B. Johnson, just a few hours after its passage.

NOW THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly that the Senate hereby recognizes July 2, 2014 as the 50th anniversary of the Civil Rights Act of 1964, and encourage all Delawareans to adhere to its principles of justice and fairness for all.

BE IT FURTHER RESOLVED that we remember those brave people who helped in the passage of this act, both in the years leading up to it, and in its Congressional implementation.

BE IT FURTHER RESOLVED that we recognize that although this act made great strides in advancing civil rights, a complete resolution has yet to be achieved, and that we as legislators, will do our best in finding and implementing further solutions, so that all of Delaware's citizens will be held and treated equally under law.


SYNOPSIS

This concurrent resolution recognizes and honors July 2, 2014, as it marks the 50th anniversary of the Civil Rights Act of 1964 being signed into law by President Lyndon B. Johnson.
