       Senator Hays moved the following:
       
    1         Senate Amendment to Amendment (420294) (with title
    2  amendment)
    3  
    4         Delete lines 1387 - 1405
    5  and insert:
    6         Section 19. Paragraph (e) of subsection (1) of section
    7  1003.4156, Florida Statutes, is amended to read:
    8         1003.4156 General requirements for middle grades
    9  promotion.—
   10         (1) In order for a student to be promoted to high school
   11  from a school that includes middle grades 6, 7, and 8, the
   12  student must successfully complete the following courses:
   13         (e) One course in career and education planning to be
   14  completed in 6th, 7th, or 8th grade. The course may be taught by
   15  any member of the instructional staff. At a minimum, the course
   16  must be Internet-based, easy to use, and customizable to each
   17  student and include research-based assessments to assist
   18  students in determining educational and career options and
   19  goals. In addition, the course must result in a completed
   20  personalized academic and career plan for the student, which the
   21  student is in no way obligated to pursue; must emphasize the
   22  importance of entrepreneurship skills; must emphasize technology
   23  or the application of technology in career fields; and,
   24  beginning in the 2014-2015 academic year, must include
   25  information from the Department of Economic Opportunity’s
   26  economic security report as described in s. 445.07. The required
   27  personalized academic and career plan must inform students of
   28  high school graduation requirements, including a detailed
   29  explanation of the diploma designation options provided under s.
   30  1003.4285; high school assessment and college entrance test
   31  requirements; Florida Bright Futures Scholarship Program
   32  requirements; state university and Florida College System
   33  institution admission requirements; available opportunities to
   34  earn college credit in high school, including Advanced Placement
   35  courses; the International Baccalaureate Program; the Advanced
   36  International Certificate of Education Program; dual enrollment,
   37  including career dual enrollment; and career education courses,
   38  including career-themed courses and courses that lead to
   39  industry certification pursuant to s. 1003.492 or s. 1008.44.
   40  The course in career and education planning required in this
   41  paragraph may include, or a school district may develop, grade
   42  level curricula or instruction that introduces students to
   43  various careers, but the course or school district must not
   44  require any curriculum, instruction, or employment-related
   45  activity that obligates an elementary or secondary student to
   46  involuntarily select a career, a career interest, an employment
   47  goal, or a related job training.

   49  Each school must inform parents about the course curriculum and
   50  activities. Each student shall complete a personal education
   51  plan that must be signed by the student and the student’s
   52  parent. The Department of Education shall develop course
   53  frameworks and professional development materials for the career
   54  and education planning course. The course may be implemented as
   55  a stand-alone course or integrated into another course or
   56  courses. The Commissioner of Education shall collect
   57  longitudinal high school course enrollment data by student
   58  ethnicity in order to analyze course-taking patterns.
   59         Section 20. Competency-based innovation pilot program.
   60  Beginning with the 2016-2017 school year, a competency-based
   61  innovation pilot program is established within the Department of
   62  Education.
   63         (1) For the purposes of this section, the term “competency
   64  based education” means a system in which a student may advance
   65  to higher levels of learning after demonstrating a mastery of
   66  concepts and skills instead of after a specified timeframe.
   67         (2) Public schools in Lake, Palm Beach, Pinellas, and
   68  Seminole Counties; P.K. Yonge Developmental Research School; and
   69  school districts or charter schools designated by the
   70  Commissioner of Education may submit an application to the
   71  department for approval of a competency-based innovation pilot
   72  program. A school or school district may discontinue its
   73  participation in the pilot program at its discretion, or a
   74  student who participates in the pilot program may discontinue
   75  his or her participation in the program at the end of the
   76  current academic period and at the discretion of the student or
   77  the student’s parent. The application for approval of a
   78  competency-based pilot program shall be submitted on a form
   79  provided and by a date specified by the department and must
   80  include, but need not be limited to, the following:
   81         (a) A vision for the pilot program, including a timeline
   82  for the program.

   87  and insert:
   88         for certain projects; amending s. 1003.4156, F.S.;
   89         specifying that a student is not obligated to pursue
   90         the personalized academic and career plan; authoring
   91         career and education planning courses to include, or
   92         school districts to develop, specified grade level
   93         curricula or instruction; prohibiting such courses or
   94         school districts from requiring certain curricula,
   95         instruction, or activities; establishing a competency
   96         based innovation pilot program within the Department
   97         of Education; defining the term “competency-based
   98         education”; authorizing certain schools to apply to
   99         the department for approval of a competency-based
  100         innovation pilot program; specifying that participants
  101         may choose to discontinue their participation in the
  102         program; specifying information to be
