House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Flores) recommended the following: 1 Senate Amendment to Amendment (107176) (with title 2 amendment) 3 4 Between lines 1008 and 1009 5 insert: 6 Section 17. Subsection (4) of section 1013.40, Florida 7 Statutes, is amended to read: 8 1013.40 Planning and construction of Florida College System 9 institution facilities; property acquisition.— 10 (4) The campus of a Florida College System institution 11 within a municipality designated as an area of critical state 12 concern, as defined in s. 380.05, and having a comprehensive 13 plan and land development regulations containing a building 14 permit allocation system that limits annual growth, may 15 construct dormitories for up to 300 beds for Florida College 16 System institution students. Such dormitories are exempt from 17 the building permit allocation system and may be constructed up 18 to 45 feet in height if the dormitories are otherwise consistent 19 with the comprehensive plan, the Florida College System 20 institution has a hurricane evacuation plan that requires all 21 dormitory occupants to be evacuated 48 hours in advance of 22 tropical force winds, and transportation is provided for 23 dormitory occupants during an evacuation. State funds and 24 tuition and fee revenues may not be used for construction, debt 25 service payments, maintenance, or operation of such dormitories. 26 Additional dormitory beds constructed after July 1, 2016, may 27 not be financed through the issuance of bonds by the Florida 28 College System institution; however, bonds may be issued by 29 nonpublic entities as part of a public-private partnership 30 between the college and a nonpublic entity. 31 32 ================= T I T L E A M E N D M E N T ================ 33 And the title is amended as follows: 34 Delete line 1330 35 and insert: 36 utilization standards and metrics; amending s. 37 1013.40, F.S.; prohibiting the finance of additional 38 dormitory beds through the issuance of bonds by 39 Florida College System institutions; providing that 40 bonds may be issued by nonpublic entities as part of a 41 public-private partnership; amending s.
