       The Committee on Transportation (Gibson) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 14 - 48
    4  and insert:
    5  SB 574, 2022 Regular Session, is amended to read:
    6         320.031 Mailing of registration certificates, registration
    7  certificate cards, license plates, and validation stickers.—
    8         (1) The department and the tax collectors of the several
    9  counties of this the state may at the request of the applicant
   10  use United States mail service to deliver registration
   11  certificates and registration certificate cards and renewals
   12  thereof, license plates, mobile home stickers, and validation
   13  stickers to applicants.
   14         (2) A mail service charge may be collected for each
   15  registration certificate, registration certificate card, license
   16  plate, mobile home sticker, and validation sticker mailed by the
   17  department or any tax collector. Each registration certificate,
   18  registration certificate card, license plate, mobile home
   19  sticker, and validation sticker shall be mailed by first-class
   20  mail unless otherwise requested by the applicant. The amount of
   21  the mail service charge shall be the actual postage required,
   22  rounded to the nearest 5 cents, plus a 25-cent handling charge.
   23  The mail service charge is in addition to the service charge
   24  provided by s. 320.04. All charges collected by the department
   25  under this section shall be deposited into the Highway Safety
   26  Operating Trust Fund.
   27         Section 2. Paragraph (a) of subsection (1) of section
   28  320.04, Florida Statutes, is amended to read:
   29         320.04 Registration service charge.—
   30         (1)(a) A service charge of $2.50 shall be imposed on each
   31  application that is handled in connection with original
   32  issuance, duplicate issuance, or transfer of a license plate,
   33  mobile home sticker, or validation sticker or with transfer or
   34  duplicate issuance of a registration certificate. A service
   35  charge of $2.50 shall be imposed on each original or duplicate
   36  issuance or transfer of a registration certificate card. A This
   37  service charge under this paragraph shall be retained by the
   38  department or by the tax collector, as the case may be, as other
   39  fees accruing to those offices.
   40         Section 3. This act shall take effect on the same date that
   41  SB 574 or similar legislation takes effect, if such legislation
