       The Committee on Banking and Insurance (Lee) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 198
    4  and insert:
    5  excessive, inadequate, or unfairly discriminatory. If the office
    6  determines that a rate is excessive or unfairly discriminatory,
    7  the office shall require the insurer to provide appropriate
    8  credit to affected insureds.

   11  And the title is amended as follows:
   12         Delete line 24
   13  and insert:
   14         flood insurance policy; requiring the Office of
   15         Insurance Regulation to require an insurer to provide
   16         appropriate credit to affected insureds if the office
   17         determines that a rate of the insurer is excessive or
   18         unfairly discriminatory; requiring an agent to offer a
