    5  and insert:
    6  prevent the desecration, destruction, or removal of a
    7  government-owned United States flag or to replace a government
    8  owned United States flag to a position
    9

   11  And the title is amended as follows:
   12         Delete line 13
   13  and insert:
   14         destruction, or removal of a government-owned United
   15         States flag or
