       The Committee on Community Affairs (Latvala) recommended the
       following:
       
    1         Senate Amendment (with directory and title amendments)
    2  
    3         Between lines 529 and 530
    4  insert:
    5         (3) No contribution or expenditure, including contributions
    6  or expenditures of a candidate or of the candidate’s family,
    7  shall be directly or indirectly made or received in furtherance
    8  of the candidacy of any person for nomination or election to
    9  political office in the state or on behalf of any political
   10  committee except through the duly appointed campaign treasurer
   11  of the candidate or political committee, subject to the
   12  following exceptions:
   13         (d) Expenditures made directly by any political committee,
   14  affiliated party committee, or political party regulated by
   15  chapter 103 for obtaining time, space, or services in or by any
   16  communications medium for the purpose of jointly endorsing three
   17  or more candidates, and any such expenditure may shall not be
   18  considered a contribution or expenditure to or on behalf of any
   19  such candidates for the purposes of this chapter.

   22         And the directory clause is amended as follows:
   23         Delete lines 464 - 465
   24  and insert:
   25  Section 4. Paragraph (a) of subsection (1) and paragraph (d) of
   26  subsection (3) of section 106.021, Florida Statutes, are amended
   27  to read:
