       The Committee on Environmental Preservation and Conservation
       (Abruzzo) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Paragraph (a) of subsection (2) of section
    6  376.30711, Florida Statutes, is amended to read:
    7         376.30711 Preapproved site rehabilitation, effective March
    8  29, 1995.—
    9         (2)(a) Competitive bidding pursuant to this section is
   10  shall not be subject to the requirements of s. 287.055. The
   11  department may is authorized to use competitive bid procedures
   12  or negotiated contracts for preapproving all costs and
   13  rehabilitation procedures for site-specific rehabilitation
   14  projects through performance-based contracts. Site
   15  rehabilitation shall be conducted according to the priority
   16  ranking order established pursuant to s. 376.3071(5).
   17         Section 2. This act shall take effect July 1, 2013.

   20         And the title is amended as follows:
   21         Delete everything before the enacting clause
   22  and insert:
   23                        A bill to be entitled                      
   24         An act relating to rehabilitation projects for
   25         petroleum contamination sites; amending s. 376.30711,
   26         F.S.; deleting provisions requiring the Department of
   27         Environmental Protection to preapprove costs or use
   28         performance-based contracts for site rehabilitation
   29         projects; providing an effective date.
