At the end of existing proviso language following Specific Appropriation 
2258, INSERT:

The 2014 Florida Senior Games State Championships shall be dedicated to 
Skip Martin in honor of his retirement. Mr. Martin shall serve as the 
Official Torch Bearer and shall open the 2014 Florida Senior Games State 
Championships by taking the first lap on the track on his BMW 
motorcycle.
