Florida Senate - 2023 CONFERENCE COMMITTEE AMENDMENT Bill No. SB 2506 Ì340514xÎ340514 LEGISLATIVE ACTION Senate . House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Conference Committee on SB 2506 recommended the following: 1 Senate Conference Committee Amendment (with title 2 amendment) 3 4 Delete everything after the enacting clause 5 and insert: 6 Section 1. Subsection (3) of section 265.111, Florida 7 Statutes, is amended to read: 8 265.111 Capitol Complex; monuments.— 9 (3) The Department of Management Services, in consultation10with the Florida Historical Commission,shall set aside and 11 dedicate theanarea of the Capitol Complex described as 12 “Memorial Park” in s. 281.01, not including the State Capital13Circle Office Complex, and dedicate a memorial gardenon which 14 authorized monuments shall be placed, including. The memorial15garden must includea monument in remembrance of the 241 members 16 of the United States Armed Forces who lost their lives on 17 October 23, 1983, in Beirut, Lebanon. 18 Section 2. Subsection (1) of section 272.09, Florida 19 Statutes, is amended to read: 20 272.09 Management, maintenance, and upkeep of Capitol 21 Center.— 22 (1) For purposes of this section, the term “Capitol 23 Complex” means the portion of the Capitol Center commonly 24 referred to as the Capitol, the Historic Capitol, the Senate 25 Office Building, the House Office Building, the Knott Building, 26 the Pepper Building, the Holland Building, the Elliot Building, 27 the R.A. Gray Building, and the associated parking garages and 28thecurtilage of each, including the state-owned lands and 29 public streets adjacent thereto within an area bounded by and 30 including Calhoun Street, East Pensacola Street, Monroe Street, 31 Jefferson Street, West Pensacola Street, Martin Luther King Jr. 32 BoulevardDuval Street, and Gaines Street. The term does not 33 include the Supreme Court Building or the public streets 34 adjacent thereto. The portion of the Capitol Complex existing 35 between and including the Elliot Building and the Holland 36 Building within an area bounded by and including Monroe Street, 37 Gaines Street, Calhoun Street, and East Pensacola Street shall 38 be known as “Memorial Park.” 39 Section 3. Section 281.01, Florida Statutes, is amended to 40 read: 41 281.01 Definitions.—For the purposes of ss. 281.01-281.08, 42 the term “Capitol Complex” meansincludesthat portion of 43 Tallahassee, Leon County, Florida, commonly referred to as the 44 Capitol, the Historic Capitol, the Senate Office Building, the 45 House Office Building, the Knott Building, the Pepper Building, 46 the Holland Building, the Elliot Building, the R.A. Gray 47 Building, and the associated parking garages andthecurtilage 48 of each, including the state-owned lands and public streets 49 adjacent thereto within an area bounded by and including Calhoun 50 Street, East Pensacola Street, Monroe Street, Jefferson Street, 51 West Pensacola Street, Martin Luther King Jr. BoulevardDuval52Street, and Gaines Street. The term includesshall also include53 the State Capital Circle Office Complex located in Leon County, 54 Florida. The term does not include the Supreme Court Building or 55 the public streets adjacent thereto. The portion of the Capitol 56 Complex existing between and including the Elliot Building and 57 the Holland Building within an area bounded by and including 58 Monroe Street, Gaines Street, Calhoun Street, and East Pensacola 59 Street shall be known as “Memorial Park.” 60 Section 4. Section 943.60, Florida Statutes, is amended to 61 read: 62 943.60 Definitions.—For the purposes of ss. 943.60-943.68, 63 the term “Capitol Complex” meansincludesthat portion of 64 Tallahassee, Leon County, Florida, commonly referred to as the 65 Capitol, the Historic Capitol, the Senate Office Building, the 66 House Office Building, the Knott Building, the Pepper Building, 67 the Holland Building, the Elliot Building, the R.A. Gray 68 Building, and the associated parking garages andthecurtilage 69 of each, including the state-owned lands and public streets 70 adjacent thereto within an area bounded by and including Calhoun 71 Street, East Pensacola Street, Monroe Street, Jefferson Street, 72 West Pensacola Street, Martin Luther King Jr. BoulevardDuval73Street, and Gaines Street. The term includesshall also include74 the State Capital Circle Office Complex located in Leon County, 75 Florida. This act shall take effect July 1, 2023. 82 83 ================= T I T L E A M E N D M E N T ================ 84 And the title is amended as follows: 85 Delete everything before the enacting clause 86 and insert: 87 A bill to be entitled 88 An act relating to the Capitol Complex; amending s. 89 265.111, F.S.; requiring the Department of Management 90 Services to set aside and dedicate a specific area of 91 the Capitol Complex for the placement of memorials; 92 amending ss. 272.09, 281.01, and 943.60, F.S.; 93 revising the definition of the term “Capitol Complex”; 94 defining the term “Memorial Park”; providing an 95 effective date.
